Documentul prezentat ar trebui să arunce în aer Institutul de Cercetări şi Amenajări Silvice, scandalizând pe ministrul Mediului, al Cercetării şi Academia Română. Intitulat "Managementul şi planul de acţiune a (sic!) ursului brun"el constituie din 2005 până astăzi "argumentul ştiinţific" al acceptării de către UE a vânării speciei în Carpaţi.

Depus la Comisia Europeană şi la ministerele Pădurilor şi al Mediului, el dovedeşte că, dacă dai titlul cerut unui document, în el poţi scrie liniştit despre căderea părului la burlacii din Insula Şerpilor, oricum nimeni nu-l citeşte. Nici la Bruxelles, nici la Bucureşti. Doar că tema e bifată la "realizări".

Discover Natura 2000’s hidden gems with the EU Commissioners

BirdLife International welcomes the newly appointed European Commission, the second under the leadership of President Barroso.
On this occasion, as part of the activities organized during the UN International Year of Biodiversity, BirdLife International, together with its EU-27 Partners, has invited President Barroso and all the Commissioners to visit a Natura 2000 site in their home country. Through this visit they would stress the importance of the Commission’s commitment and efforts to preserve Europe’s common heritage and underline the construction of a sustainable future for Europe.

Commission warns Cyprus, Bulgaria over nature conservation, sues Spain

The European Commission is taking Spain to court for its failure to provide adequate protection for 174 Natura 2000 areas in the Canary Islands. Spain is now two years behind schedule in providing the necessary protection.
Separate warning letters for other nature cases are being sent to Cyprus and Bulgaria.

EU protected areas starved of cash

13 November 2009, Brussels - Natura 2000, the EU’s impressive network of protected areas [1] does not receive enough money from the various EU funding streams, according to a new report published today by BirdLife International [2]. The report looked at both the financing needs of keeping the Natura 2000 sites in good status and the availability of EU funds to this effect in six countries ranging from Spain to Finland and The Netherlands to Bulgaria. These countries represent a wide range of conditions and between them cover one-third of the network. Assuming that half of the necessary funds should come from the EU, there is a funding gap of between 45 and 89% of the total funding need in Austria, Finland, The Netherlands and Spain. In Slovakia and Bulgaria, where the potentially available funds from the EU Structural and Rural Development Funds could cover the funding needs, however, it is unlikely that the required amount of money will actually be spent by the governments concerned.

Mediu: România la tribunal pentru neocrotirea păsărilor sălbatice

Comisia Europeană a dat în judecată România la Curtea Europeană de Justiţie pentru omisiuni repetate de a se conforma legislaţiei comunitare de protecţie a păsărilor sălbatice.În urma aderării sale la Uniunea Europeană în 2007, România avea obligaţia de a desemna mai multe zone de protecţie a păsărilor, însă procesul legislativ a fost lent şi, deşi s-au făcut unele progrese, ţara nu şi-a onorat încă toate angajamentele asumate în domeniul conservării naturii.În România, unde trăiesc 12 specii ameninţate cu dispariţia la nivel mondial,o suprafaţă totală de peste un milion de hectare aşteaptă încă să primească statutul juridic de protecţie prevăzut iniţial.Deoarece scrisorile de avertizare adresate României nu au avut efectul dorit, Comisia a decis să ia măsuri mai energice şi a chemat ţara în instanţă.

România are proces la CEJ pentru neconformarea la cerinţele europene privind ariile protejate

România se află în procedură de infringment la Curtea Europeană de Justiţie (CEJ) pentru nerespectarea angajamentelor asumate privind ariile protejate, a spus, marţi, ministrul interimar al mediului, Elena Udrea.

"Suntem la CEJ pentru că nu am fi dat suprafaţa exactă din teritoriul României ocupată de proiectul Natura 2000. S-a depăşit faza scrisorilor cu Comisia", a explicat Udrea, care a adăugat că România ar trebui să mai desemneze 22 de situri naturale pentru păsări.

După ce legea privind reorganizarea agenţiilor, asumată de guvernul Boc, va trece de Curtea Constituţională, Ministerul Mediului va înfiinţa o direcţie de management al ariilor protejate, a mai spus Udrea, şi a precizat că aceasta va facilita o mai bună accesare a fondurilor puse la dispoziţia României de Uniunea Euripeană.

"În prezent, rata absorbţiei de fonduri pe Axa 4 din POS Mediu este de numai 5%", a precizat Udrea.

New Report Highlights Failure of The European Commission To Protect European Boodiversity says Green MEP

Jean Lambert, the Green MEP for London, has today expressed her concern over the European Commission’s failure to enforce compliance with EU laws put in place to protect biodiversity and safeguard conservation sites. Her comments follow the publication of a new study [1] which has found that some Member States have disregarded the rules to allow businesses to develop areas of unique ecological value.



The report, commissioned on the initiative of the Green Group in the European Parliament, has reviewed the implementation of the EU’s Natura 2000 system of protecting and preserving biological diversity in the Member States. It is based on eight national reports from Belgium, France, Germany, Poland, Spain, Sweden, Romania and the UK – each containing specific case studies related to the EU’s Natura 2000 system of protected sites [2].



London’s Green MEP, Jean Lambert, commented:



"This report confirms our deep concerns that EU law to protect biodiversity is often disregarded when economic interests come into play. It exposes the failure to adequately protect vulnerable or endangered species and habitats. Regrettably, there is clearly a preference to draw the borders of Natura 2000 protected sites according to the needs of developers and business, rather than on the basis of environmental realities and scientific advice.



“The study also finds serious deficiencies in the management of sites included in the Natura 2000 network, with non-transparent decision making and wholly inadequate assessments of the likely effects of major infrastructure projects and urbanisation.



"The European Union has committed to halt biodiversity loss by 2010, but this report clearly underlines why this objective is not likely to be reached. Monitoring of compliance with EU law is weak – a worse situation is only avoided thanks to the great job done by NGOs and citizens to raise the alarm on damaging projects.”

Lipsa unui studiu pentru „Natura 2000” ar putea aduce sanctiuni UE

Cu banii cheltuiti de Ministerul Mediului pentru publicitate, problema ar fi fost remediata
Intarzierea punerii in aplicare a directivelor Uniunii Europene in ceea ce priveste programul „Natura 2000” ar putea duce la declansarea procedurii de infringement impotriva Romaniei, care risca sanctiuni severe, de ordinul a sute de mii de euro pe luna.

Scandalul Nemirschi, urmarit de Comisia Europeana

Directia Generala Dezvoltare Regionala a Comisiei Europene a declarat pentru "Romania libera" ca urmareste indeaproape chestiunea acordarii fara licitatie de catre Ministerul Mediului a contractului de publicitate de 500.000 de euro pentru Programul european de Mediu.

Textual, Comisia spune ca, dupa ce va primi cererea partii romane de a deconta cheltuielile de publicitate, va analiza daca acordarea contractului a respectat regulile de achizitie europene si va hotari, dupa caz, daca va plati sau nu cei 500.000 de euro.

Ultimatum european pentru Ministerul Mediului

Comisia Europeană avertizează într-o scrisoare că România mai are la dispoziţie doar două luni pentru refacerea listei cu ariile protejate. Dacă nu se va respecta termenul, riscăm amenzi substanţiale. Ministerul condus de Nicolae Nemirschi a blocat funcţionarea Agenţiei Naţionale pentru Arii Protejate, instituţie ce ar trebui să facă proiecte pe fonduri europene.

România riscă un proces la CEJ, în septembrie, pentru neconformarea la cerinţele de mediu ale CE

România riscă să fie dată în judecată la Curtea Europeană de Justiţie (CEJ) şi să plătească amenzi costisitoare, dacă până în septembrie nu arată Comisiei Europene că a îmbunătăţit reţeaua de situri Natura 2000, au spus, joi, reprezentanţii Coaliţiei ONG Natura 2000 România.

"România a primit deja a doua notificare privind declanşarea procedurii de infringement privind reţeaua de situri Natura 2000, ceea ce reprezintă ultima etapă în care autorităţile române mai pot face ceva înainte de declanşarea procesului la CEJ, însă, potrivit răspunsului pe care l-am primit ieri (miercuri, n.r.) de la Ministerul Mediului, nu există fonduri pentru desemnarea de noi zone de importanţă comunitară, aşa cum a solicitat Comisia Europeană", a declarat Erika Stanciu, membru în Consiliul Reprezentantiv al Coaliţiei ONG Natura 2000 România, cu ocazia unei întâlniri informale.

MM: Romania risca procedura de infringement pe arii protejate din lipsa banilor

Romania poate scapa de procedura de infringement pe arii protejate daca demonstreaza Comisiei Europene ca face pasi in sensul rezolvarii problemelor din domeniu, a declarat, pentru Green Report, Silviu Megan, directorul Directiei Conservarea Naturii, Biodiversitate si Biosecuritate din cadrul Ministerului Mediului. Desi mai are putin timp pana in septembrie cand expira termenul dat de UE, tara noastra mai are sanse sa evite declansarea procedurii, sustine Silviu Megan.

Green 10: European Commission off target

The environmental record of the outgoing European Commission is worryingly off target. This is the outcome of the report published today in Brussels by the ‘Green 10’, the coalition of leading environmental organisations, of which BirdLife International is a member. Environmental groups published an assessment of the Barroso Commission, giving it an overall mark of 4.4/10.

In all, the ‘Green 10’ report examines the successes and failures in 12 policy areas that impact the environment, and sets out a checklist for the next Commission. The Green 10 blamed the low score on, among other things, a failure to reform agriculture and fisheries policies, and, more broadly, to propose sustainable economic policies. But there were some positive notes, notably in climate, energy and transport policy. At a time when Europe is gripped by economic and environmental crises, the environmental groups call on the next Commission to double its efforts over the next five years and put in place policies that benefit the environment and people’s health, and create sustainable economic growth and jobs.

Will protected areas remain effective in the face of climate change?

Protected areas conserve biodiversity, but there are concerns that they may be less effective if climate change causes shifts in the distribution of species. A new study models the future movement of sub-Saharan birds in protected areas. Although many species will move, most will find suitable habitats amongst the network of protected areas under a scenario of intermediate climate change. One per cent of endangered species will lose all suitable habitat from the region.

To help stop biodiversity loss in Europe, the EU has set up a network of over 26,000 protected areas forming the Natura 2000 network1. These represent more than 20 per cent of total EU territory. They have been established on the basis of the current distribution of species.

Climate change will have large impacts on biodiversity and will cause shifts in the distribution of species as they search for new, suitable habitat. In the case of the protected areas, these shifts could be outside the boundaries of protected areas or it could cause new species to move into the protected area. However, the designated sites constitute valuable space for nature, possibly allowing other species to move in.

EUROPE: Help the Economy, Hurt the Environment

BUCHAREST, May 13 (IPS) - The European Economic Recovery Plan devised by the European Commission last year to help deal with the financial crisis is likely to fast-track environmentally damaging projects in the new member states.


One of the tenets of the European Economic Recovery Plan (EERP), launched in November 2008 by European Commission (EC) president Jose Manuel Barroso, is acceleration of payments to new EU member states from the European Structural and Cohesion Funds and the European Investment Bank.

The accelerated funds, amounting to about 23 billion euros, are destined mainly for infrastructure development, and are considered essential by the EC to creating employment and assisting the economic recovery of the Central and Eastern European countries.

The EERP, which was approved by the European Parliament in March 2009, stresses the need for "smart" investments through promotion of clean technologies, support for micro-enterprises, and programmes for re-training labour.

But environment groups warn that these payments could be used by the new member states for infrastructure projects that are environmentally costly, have better alternatives, or are not sustainable in the long run.

MEPs back Bulgarian environmentalists

At its last session in the current mandate the Petitions Committee of the European Parliament reviewed petitions regarding Natura 2000 in Bulgaria that had been submitted by Bulgarian citizens. The committee decided to send an insistent letter to EU Commissioner for Environment Stavros Dimas demanding no further delay in punitive procedures on the most urgent and severe cases. Besides, the Petitions Committee will ask the European Ombudsman to investigate the European Commission for its passive stance on offences in Bulgaria and for its slow reaction.

Europe Will Miss 2010 Biodiversity Protection Target

ATHENS, Greece, April 28, 2009 (ENS) - A European Commission conference on biodiversity in Athens today acknowledged that the European target of halting the loss of biodiversity across the continent by 2010 will not be met.

While some progress has been made in halting the decline of plant and animal species, the original target is unlikely to be met, concluded the high-level gathering that included Greek Prime Minister Kostas Karamanlis and Commission President Jose Manuel Barroso.

Barroso told the delegates that the European Commission has been at the forefront of the battle against climate change, and now must put urgent effort into the related issue of biodiversity protection.

"The success of our climate change policy will also be measured by the success of our efforts in stopping the loss of biodiversity," Barroso said. "These issues – like so many of the challenges that we face – are irrevocably interrelated, just as the link with energy and energy security has helped to develop our understanding of the importance of climate change."

Environment: Commission calls for a shakeup in EU biodiversity policy

A European Commission conference on biodiversity in Athens has issued a forward-looking message regarding the future biodiversity policy of the European Union. Key findings include the need to improve communication about the loss and its consequences, the importance of thinking about ecosystem protection rather than species protection, and the need to ensure that available funds are indeed channelled towards nature protection projects. Scientists acknowledge that biodiversity is in crisis around the world, and that too little is being done to protect it. Europe has a target date of 2010 for halting biodiversity loss in the EU, and while some progress has been made in halting the decline, the original target is unlikely to be met. The Commission called a conference in Athens to examine ways of improving its performance.

Un guide européen
Ce document clarifie les modalités d’application de la directive européenne pour la protection des oiseaux sauvages (79/409/CEE) dans le domaine de la chasse.
Sous l’égide de la Commission Européenne, il été élaboré avec l’active participation des associations de protection de la nature et notamment de BirdLife, filière internationale de la Ligue pour la Protection des Oiseaux, et de la Fédération des Associations de Chasseurs en Europe, représentant la Fédération Nationale des Chasseurs.

Le guide précise les modalités d’application de la directive Oiseaux, la plus ancienne des directives européennes en faveur de la nature.
Il aborde notamment les questions de date de chasse, de dérangement des espèces et de leurs habitats, de plan de gestion des espèces, des règles de dérogations strictement encadrées.
