Observatorul Juridic Natura 2000

The legal Observatory Natura 2000 is a network of legal experts from different member states of the European Union (UE-15) gathered at the International Centre of Comparative Environmental Law (C.I.D.C.E.) whose mission consists in the evaluation and the follow-up, in European and comparative law, of the establishment of the Natura 2000 network as provided by the Council Directive of 2nd April 1979 on the conservation of wild birds (Birds Directive) and of Council Directive 92/43/EEC of 21st May 1992 on the conservation of natural habitats and wild fauna and flora (Habitats Directive).

The 2010 Biodiversity Challenge: Will the EU reach it? What future after 2010?

13 February 2009, Brussels. Will the EU live up to its 2001 promise of halting the loss of biodiversity by 2010? What action has been taken at Community and Member State level? The European Parliament Intergroup on Sustainable Development held a high-level event entitled “The European Biodiversity Action Plan – Counting down to 2010: state of play and the post 2010 vision for Europe” on 11 February. Eminent speakers and an astonishingly prestigious audience of more than 150 people from all Europe and elsewhere concluded that even if the target will not be achieved in time, it made it possible to attract action on the issue. As for the post-2010 plans, the new international commitments should be more realistic and measurable, and should also pursue a cross-cultural approach.

The Romanian Dalmatian Pelican population is one of the most important in Europe, estimated at around 400 breeding pairs, of which four individuals were shot. Romania is also home to nearly half the world%u2019s population of Pygmy Cormorant.

Dalmatian Pelicans illegally shot in Romania

SOR (BirdLife in Romania) recently received evidence of illegal hunting activities taking place in the Danube Delta Biosphere Reserve. At least eight dead or injured birds were found in the Uzlina area of the Danube Delta. The dead birds were Vulnerable Dalmatian Pelicans Pelecanus crispus and Pygmy Cormorants Phalacrocorax pygmaeus.

The two species are strictly protected from hunting by Romanian legislation, and accidental shooting can be ruled out because the species that were shot are easy to identify. The fact that their killing occurred in a protected area also increases the severity of the case. The Danube Delta is a Biosphere Reserve, a Ramsar site (Wetland of International Importance), and a Natura 2000 site (Special Protected Area).

- Cat de norocoasa este Romania ca are Delta Dunarii, acest tezaur natural unic in Europa?

- Depinde de care Romanie vorbim... Exista mai multe: cea a "sportivilor" care trag in vulturi si pelicani. Cea a braconierilor cu cagula; cea a procurorilor corupti care, pentru 100 de milioane, intorc rechizitoriul impotriva victimei; cea de la Bruxelles - unde se dau filme, poze si sampanie; cea din administratie, care o vede doar ca pe o resursa de consumat cat mai repede in folosul "alor nostri". Este un mare noroc ca o avem, dar... stiti bancul-cliseu cu tara care din pacate-i locuita... Ce sa va spun? Ca este o zona umeda de importanta internationala, sit "Ramsar" (inscris in patrimoniul international al Teritoriilor Umede, Ramsar, Iran, 1971 - n.red.), ca e in patrimoniul UNESCO, ca-i a treia in lume ca biodiversitate, ca-i sit european "Natura 2000"? Credeti ca intereseaza realmente pe cineva? "E ceva de furat de-acolo sau nu? " - multi o vad doar prin prisma acestui aspect pragmatic.
